During the Russian Civil War the Bolshevik power base was the major cities of the East while the Whites was the more rural South, Siberia, and the Far East. Once the Whites were militarily broken though it still took the Bolsheviks a lot of time to occupy the massive stretch of land beyond the Urals so Japan was able to occupy, stabilize, and debate annexing it without ever fighting or declaring war on the Bolsheviks.
