Generally speaking, there cant exist scarcity in a capitalist economy.

Capitalist are compeled to produce for the market. If they dont produce, they go out of business. Each individual capital squeezes every worker like a lemon in order to produce as much as possible.

Herein precisely lies the issue with capitalism.

It produces without considering the limitation of the market. The market doesnt grow at the same rhytm of capitalist production.

This situation eventually leads to the capitalists' being unable to realize the surplus value (profits) and then the crisis unleashes. Millons are put out of work, machinery and industries are liquidated, etc, until the capitalist cycle regenerates and start again.

Stalinism does not equal socialism.

Stalinist apparatus was indeed repressive, but it acted as a repressive apparatus inspite its "socialist" characteristics (planned economy, nationalized means of production) not because of them.

Production under a socialist non-stalinist economy (i.e. worker's councils) would be planned in fully democratic manner so there would be no need for repression.

It was more about the fact that the average American gas station manager had a better material standard of living than most lower level Communist Party functionaries by that period in time despite the USSR being more or less equivalent to the USA in terms of natural resources and arable land.

It's not utopian. Worker councils actually achieved power in Russia in 1917. Meaning, worker's democracy has existed as a historical regime & also as an inconclusive or failed one (Paris commune).

Stalinist deformation came about due to the failure of western nations to carry out their own proletariat revolution. The Soviet workers' state got entangled in geopolitical struggles against capitalist empires. Under these conditions, the proletaria revolution ossified & the bureaucratic caste (nomenklatura) elevated itself above society.

The Stalinist regime needed a planned economy in order to sustain itself and expand, just like Napoleon needed the bourgeoisie economy in order to establish its rule.
