No. But some cultures are in some aspects better than others. And it really comes down to what they do when they are in power and other cultures are at their mercy.
You can see it throughout history. When a people become rules of their neighbors, there's a whole set of different ways they go about doing that, anything from integration and assimilation, to slavery and genocide.
