It's kind of a douche thing to do when the point of the promotion is not to make money, but for people to eat a happy meal and have a toy for themselves. People go with their kids and have to wait an eternity because some asshole wants them to make a fuckton of burgers he's going to throw away so he can sell paper cards online.
Legality aside, I and most people would 100% judge anyone doing it if we had a promotion like that here.
