Municipal populations are irrelevent unless you're specifically talking about city government functions.

Use urban area if you want to actual compare cities. And for that Jacksonville is #40

that's basically the entire country
if i had to pick a city, that'd be biên hòa. home to more than 1 million people but it's practically a giant slum sprawled around taiwanese sweatshops
