This is only a worst case scenario, but if the Russians keep pushing forward, even taking Kiev, and Ukraine still shows no signs of surrendering, would the Zakarpattia Oblast be a good place for the Ukrainian Government and military to retreat to? It's behind the Carpathian Mountains, which offers a good defensible position, and provides a situation where Russia could accidentally strike another European country if they aren’t careful.

It was already known as a Ukrainian Piedmont in 1939 but Hungarians invaded and destroyed their little safe haven

If the Russians ever get there they will just simply attack Eastern Hungary and then Northern Serbia. They always treat countries that are sympathetic towards them as disposable. Hungary's geography and their nearly non-existent army doesn't help them either along the cowardly mentality they actually have which is the opposite of what Orban promotes.
