Russia was having an international cultural moment in the 2010s. Lots of great music and even movies that had a deep reach into the west. Since the war in Ukraine it seems like Russian culture is gay shit. All the good artists left or started making boring stuff. All the culture is very top down and shitty and feels Chinese in how forced it is. It's why China never really has had good soft power because everything has to be patriotic and safe politically.

Not really, in fact the Americanization of culture that the current youth there have gone through is what has to led to stagnation and death if anything. Honestly peak Russian and former eastern bloc stuff was all in the 2000s when the people who were young then had childhood in communist times and entered adulthood in the tumultuous aftermath of the collapse and whose cultural reference points were all still largely from their own countries and culture. But the connections to the West allowed them to interface with us. This gave them an edge for attention since it was quite exotic and different to a Western audience. But now the zoomers there have all grown up with a saturation and dominance of Western media and corporate brands and they're boring Americanized trash.
This split from the war will hopefully create a new renaissance from the isolation.
