In the EU there's "competitive market rules" that force countries to have separate companies for the tracks and separate companies for the trains

99% of our rails are owned by one state company

When it comes to operators, there's Polregio which is state owned and provides regional service all across the country but it's badly managed so all the bigger voivodeships (provinces) decided to launch their own local gov-owned regional railway operators, see pic (map is 10 years outdated)

Technically it's an open bidding process to run the regional trains but that only happens in practice voivodeships which are too small and poor to make their own operator

only the freight market is full of many private companies and some state ones too. like the oil and gas companies have their own opertors
