Soviets obviously wanted the whole world in their dreams but we are talking about what was a viable option for them after their army was crushed and Poland was clearly winning, so they started the negotiations offering the land up to Minsk because they thought that would be the bare minimum the Poles would want, and suddenly they noticed that Poles limited their demands to polonizable territories so they obviously started playing this game, trying to make use of that political inconsistency among Polish elites, especially that they sent their (((best minds))) for these negotiations. So at the end Poland got very little land comparing to our actual military achievements and the amount of territory we occupied.

There were no stated war goals except for an independent Polish state with borders extending beyond the Bug river (since if the Congress Poland borders were acceptable then Poland would work with whites, as that's what they offered).
There could have been no better border actually, the further east you go the less Poles there were. The only failure was Piłsudzki's private idea of a Polish-Lithuanian-Belarussian-Ukrainian federation, but that was doomed to failure anyway since Lithuanians hated us.
