For israelis, I don't sense any censor in-between their mind and their mouth. For Germans, there is a bit of a censor around things like nationalism, and other chauvinism; but they will get around it by, for example, championing German cars, instead of Germany as a nation. On matters that don't involve nationalism or race, Germans will be just as direct and rude as Israelis. The biggest difference is that I think israelis take pleasure in insulting you, whereas Germans don't enjoy it, but they just can't control themselves or are not being mindful. Like, if an israeli calls you fat, it's chautzpah and a desire to bully; but with germans it's autism and low EIQ.
This isn't necessarily a bad thing. It can feel refreshing, compared to so many flatterers, who will try not to insult you to your face. It's very different from Japanese, who will be extremely polite; Americans, who will fake being nice and friendly, for no particular reason; or Chinese, who tell sweet lies as easily as they breathe, but not to be kind, just to get some sort of cynical advantage.
