probably true 10 years ago. the current narrative nowadays is that zainichi vietnamese commit 60% of the crime in japan.
just a week ago, 3 viets were arrested in japan for smuggling about a ton of marijuana there, and i'm sure there are some other felonies committed by the viets since then that went under the radar

that is the one-sided logic of nationalists that is common here
