Chinese people don't look that different from Japanese people in anime so I don't think the accusation is true.
While sometimes you get a stereotypical sleezy manchu look but there are similar characters meant to be full Japanese.

In Full Metal Panic for example there is a Hong Kong prostitute who is the spitting image of the Japanese heroine.

only Japanese women are obsessed with skincare,particularly getting as pale and pink as possible. Jap men don't care at all and most of them have pimply, tanned, sickly pale, or just naturally poopy brown skin, which is why they also can't get women as most women do care about men's skin.
