My neighbour's child was born in the US while he was studying there. During the 1999 Reformation Riots, the US Embassy here actually called them to inquire about the child's safety since the child is an American by their records. They even said to bring the child to the Embassy if the family needed shelter. Say what you want about America, but they look after their own.
