Because Russia suffers from the same issues that many African countries do. Rampent corruption, centralization of wealth, and a lack of willingness to develop outside of a few major cities.

Honestly a common sight in any post-Soviet country's rural area. I used to think Finns took bad care of their surroundings, at least compared to the Swedes who take excellent care, but after having traveled bunch in Eastern Europe, perhaps we aren't so bad at it after all.
