Is it true that some white don't seem to feel the cold, even when it's 10℃(54F) or 15℃(59F) outside and they're wearing shorts and a t-shirt?

That's an average summer day where I live here in Lapland.

Yeah. I usually go in a t-shirt until late october and afterwards only wear a thin shell jacket on top of it. It's a matter of getting used to it, your body can handle it no problem. It's only when it gets under -20 that you have to start taking actual precautions against the elements.

Do you feel like it's fucking hot when the outside temperature is 20°C or 30°C?

Yes he does. So do I.
Humans adapt to their environment and that includes temperature. I SUFFER in warm weather even though I am fit and skinny.
But cold doesn't bother me.

You can raise your cold tolerance with Wim Hof breathing and cold showers.

Kek, people adapting is so true. Reminded me of the business visit I had a while ago. Goal was to check a few properties in the countryside with an agent. It was a clear summer day, 30°C or so - totally fine for me. We proceed with first the visit and everything is normal. On the second property I start noticing drops of water where we walk, start looking around to find the agent sweating like a pig in a furnace, being completely drenched from shirt to pants and the drops were his sweat rolling down his hands and nose. Meanwhile I was barely hot and enjoyed occasional breeze when we waiting outside of the building.
Totally genetic thing - my dad drinks boiling tea during 40 degree summer in central Asia.

sort of, yes. 10°C isn't really my idea of "cold". cold means below freezing. a t-shirt and shorts is fine until about 10°C if there's no wind. my chinese-american boyfriend and i regularly bicker about the temperature and basically never wear the same number of layers

And? The body cools down when you drink hot water and warms up when you drink cold water. Only a complete retard would drink something cold in the heat

Honestly i've found it has to do with my diet. If i just had my morning coffee or ate a big meal i run hot for a couple hours. If I am fasting or burned out from exercise I get uncomfortably cold way quicker

Also yeah 10-15 isn't too cold, it's not summer temps here, closer to late autumn/mid spring but I definitley do see people (including myself) dressed like this at those times and even sometimes in the winter. The one I always found interesting is how little foreigners like to swim in cold(ish) waters, here the ocean only goes up to like 17 max so on average I swim in 12 degree water. It's fine, 10 seconds in and it doesn't feel cold. I see loads of people doing this even into the winter where it'll go down to maybe 5-7.
