My "theory" if you can call it that.
Start with the world works at least in international affairs as roughly described by John Mearsheimer when he explains realism, all states have some offensive capability, there is no higher authority above states and states fear each other. Thats the basics.
Then from there we go that you need sovereignty and security capacity to develop, because it doesn't matter how hard you work to build something if you cant protect it, it can be taken or destroyed. Or they can put stop you from completing or starting the process all together.
Hegemons will not always intervene but will always want you to be vulnerable to intervention so you can be intervened and stop your progress if they feel the need or desire to. If someone has the capacity they will likely eventually use it. And will see any action you take to stop being vulnerable as a provocation.
By using the US dollars we are all giving the US subsidies and are paying for our own intervention.
Countries like Japan and South Korea that were assisted to become prosperous are and exceptt and were so because they had a need to use them against the Soviets and Chinese. But when they forgot their place the US gave them as slap and told them "you can grow up to here but no further I decide how big you can get", and out tarrifs on them to cap their technology industry. USA is doing the same with Taiwan now taking their microchips industry but still using them as a porcupine against China.
We need sovereignty so one else gets to decide how big we get except ourselves.
