I do believe that Europeans could have POTENTIALLY lifted Africa out of its obscurantism, genuinely, unironically, etc. But despite Europeans saying that during those times, that's not actually what they were doing. The goal of colonization was ressource extraction, pure and simple. And it wasn't even worth it, Africa was a sink hole, but our empires kept it simply out of spite, so that others would not have it. The colonization of Africa was a complete waste of everybody's time. It was cruel, and Africa is a shithole anyway. I think colonization was cruel, and also that niggers are fucking stupid. Also having coaling ports is super vital when running out of coal meant death/being taken for hostage. They had access to none of the training or tech. Vast majority of labour was all done by hand because it was easier to work a guy to exhaustion/death and replace him with a fresh body rather than buying modern mining/farming equipment, training them in how to use it and having much more efficient labour+better profit while paying still low wages. People that afraid that training an Affican to do even semi-skilled would mean that he'd be able to bargain for better wages or independently come up with proto-unions which would mean they'd have a foothold to push for better labour/political rights.

I don't think it was, there was a genuine sense of noblesse oblige.

And while there were cries from businesses, it was more them trying to hijack empire autarky as a means for securing protectionist politics to remove competition. I don't see it really being about them desperately wanting to get their hands on more raw materials. They were more saying "No no, keep the empire so we can tariff and embargo German/British/French products, we want to keep everything in-house in case of a war, after all". It was more about keeping foreign products off of local shelves than it was about trying to loot africa of rubber and tropical wood or whatever.

europeans could've easily helped africa develop but there is no short term profit in it. If they fixed the borders and had every country under a dictatorship they would all be decent places to live. Look at Libya for example before they collapsed into anarchy.
