I used to work at a warehouse and when we got a manager from India who replaced my old one he would do anything to look productive even if no productivity is going on
For example, there is a machine that processes packages and sends them to a trailer to be loaded. They would say "we set a goal of 100,000 packages to process" which would normally be achieved half the time. Sometimes conveyor belts would simply be jammed and there is not much one can do.
This one Indian manager replaced my old manager, started directing people to take packages off the conveyor belts after being processed so they no matter what there is more space on the conveyor to cram packages, even if there is any downtime. Obviously this is not productive at all but gives the illusion of being productive by having a computer report a higher number, even as those packages remain not being processed sitting in the warehouse. So the manager would look good on reports and hit targets more often despite really just creating a huge mess that a different shift has to deal with.
And they would be stored on pallets for months until eventually there are so many pallets filled with months old packages blocking walkways someone would inspect and say it is a safety hazard.
I was a supervisor there but I had no say on anything other than to enforce directives given by managers. And desu I cared too much, I am too conscientious so being forced to do work that is pointless when I know there is obviously more efficient methods.
