Hard to say. For example Aboriginal Australians and Papuans are closely related and lived next to each other yet they are completely different in their culture and behaviour. Same with Europeans and Middle Easterners or as i once read with Amerindians from North and South America

Creating countries without a clear and distinct racial/sociocultural identity is what is retarded, because it leads to divisiveness and decadence. Just look at my ancestors as an example.

Race as defined in the 1900 century is based on phenotype not genetics, europeans and asians are so close geneticly, so much in fact, it is suprising we can tell them apart. Sub sahrans are further away and posses the largest amount of genetic diversity in the human spiecies. The ones who are the furthest away most unrelated to any other humans are australian aboriginees, full blooded that is.
Race is a useful category, but it's a simplified representation of reality. There are as many races as there are groups of similar people. Specific number can vary depending on the threshold of similarity you consider as making a racial distinction between people.
