There are three websites specifically for foreigners that I know of:
Gaijinpot is the english teacher cesspit. Unless you want to be an english teacher don't bother with it
Daijob is good for 1) people with great skills and experience; 2) people already in Japan. Preferably both. It's a good place to look for a highly qualified position but the recruiters there either don't answer you at all or take a very long time to answer so you don't know if you're rejected or being considered etc.
Ninja or next in Japan, this is the one I succeeded with, has a lot of jobs for coders and for positions with low qualifications, but the recruiters always answer quite quickly and there are a lot of jobs where you can apply from abroad

I don't think it's about the climate, with modern equipment you can brew any kind of beer in any place in the world, it's just that they seem to prioritize "beach beers" made for mindless chugging
