They censor genitals in media to mass produce porn more easily and monopolize it. By adding in the need to blur out genitals it filters out almost all potential domestic competition and forces people to go through the AV industry to produce it. The US forced heavy restrictions on porn and sex work after WW2 and they found millions of ways to work around it. They blur out genitals so that their porn is technically counted as softcore, so their mainstream media industry can produce it without legal issues. They used to make what was called roman porno, which was just softcore. If you look at their hardcore porn from the 80s most of it wasn't censored, then they reigned in porn production by regulating it even harder in the 90s because of some porn addict serial killer in the late 80s.
