Controlling important ports and trading points sounds reasonable, but control over resources is not. They need to build infrastructure for extraction, export, and protection from local residents from scratch, and there are already millions of them, and the soviets are supplying them with tons of cheap and easy weapons. It's easier to just leave them and deal with dictators who will control the local population themselves.
