Generalizing. Some people might prefer English. Depends from person to person. Also if you have multiple languages a person should use them and not just speak one to appease you. There's multiple multilingual countries like Switzerland, Belgium, Singapore, and pretty much the whole world. All European countries had dozens of languages before natiohomo homogenized them all to speak one national language. Italy is one of the few where each state still speaks their own dialect.

What situations are you putting yourself where you're interacting with one that can't communicate you? Because I can think of few situations where that happens to me. One example is some Oaxacans running a taco and bbq truck. Somehow they can't speak English. If it bothered me, I'd go and buy from a truck where they could speak it. Simple as that.
Even with you ignoring the statement I made that people speaking different languages/dialects in one country/kingdom has been the norm before natiohomo homogenized language, it's not required to speak English ever in this country. Capitalism can function with language barriers, and we've been developing technology that can help overcome language barriers anyway
