Absolutely no German has ever said this, in fact pretty much the first thing you learn in public German civics class is that certain parts of the Weimar constitution are still active due to being explicitly referenced by some articles in our current institution and that the modern German supreme court's most major ruling was whether whether international treaties concluded under the Weimar Republic were still active and whether the current German Republic was obligated to honor them which it affirmed, explicitly stating that the Bonn Republic was the same legal entity as the Weimar Republic thus requiring modern Germany to assume all international ad legal reposibilities.

That's quite literally the most fundamental cornerstone of German constitutional law.
