Many of the most developed countries in the world, even in South America, are those furthest away from the equator. Interesting how that doesn't hold true within the countries themselves. Why is the Atacama more developed than the rest of Chile?

The federal system works best in the country's distribution of wealth, as far as I know in Latin America only Argentina, Brazil and Mexico are federal republics. While countries like Chile and Uruguay are centralized republics, that's why the core regions fare better than the others. Uruguay also has all the problems of a typical Argentine province: constant migration and lack of a diversified economy

The City of Buenos Aires and the upper Patagonia (Río Negro, Neuquén) have the best quality of life by far.
