Republicans don't want the government open unless a hatchet man is running it.
Sadly, Donald "Art of the Deal" Trump fucked up by shortsightedly not giving money that Congress had already allocated, or selectively only funding programs he likes, despite this being grossly unconstitutional (but Republicans hold both houses and have no balls).
So Dems finally had enough and refused to come on board unless Republicans renewed Obamacare subsidies. They need Democrat votes to pass the budget, but refuse to compromise. So here we are.

FUN FACT: the second Congress gets back together, they MUST swear in the newest (Democratic) congresswoman from a special election, who is the 218th vote required to force Congress to release the Epstein files. God only knows why Trump is ok with this continuing to not happen...
