It's honestly best to just have a notebook with all your passwords written down in a draw in your home, and have a password "key" that's a certain word in a book that you insert at the end of every password string, which makes the complete password.
That way if there's a database leak, your other passwords won't be compromised. And if per chance someone breaks into your home and takes the notebook, he won't have the key to complete the string.
In terms of cybersecurity, I can't see why that's not good enough for the average person. I'm too lazy to do so and just use a password manager, but I can't really think of a downside to what I suggested.

even if they can run a billion hashes per second it would still take a full day for a single password, which seems a bit over the limit for what you'd want when trying to go through a leaked database
of course, if you could be specifically targeted you'd need something stronger

If these restrictions are not in place people will just use simple words with no numbers or specials. I could bruteforce all 8 long lower case passwords with MD5 in like 3 days on my very weak 750Ti using hashcat, iirc. People with more expertise and more powerful graphics cards will do much better.
