My mother sometimes tips, especially at fancy restaurants and salons. I do not, since I already have bad spending habits and tipping will just add to my anxiety

Government subsidizes agriculture here and the USDA does involve itself with food shipping logistics. They're way more involved than a waitress is, I'd walk to the counter myself to pick up the food an order if it was allowed.

A government is responsible for the protection of the whole operation, even down to the laws that say you can't put rat piss in the food. That is what a state does.
A waiter can't enforce shit.
