Most companies that do that tend to regret it since many of them tend to have gaps in knowledge.

They do that because asides from the high application rate of PhD level jobs, a PhD employee would be in a better bargaining potion to ask for better salary and benefits on top of them being able to potentially hop jobs internally or with another company once they get a year or two in.
Being a PhD grad is like being an immigrant with citizenship with a solid degree and years of work experience. If they can't push you around, then what's the point of hiring the PhD newbie or FoB in the first place?
