The Council of Ministers has just issued the new immigration decree for the entry into Italy of 497,000 foreign workers in the three-year period 2026-2028, with 230,000 for non-seasonal and self-employed work and 267,000 seasonal workers in the agricultural and tourism sectors. In addition to the numbers – the previous decree provided for 452,000 quotas – the rules have not changed either, and the reality is likely to be the same: out of 38,000 entry visas, 9,000 work permits were issued in 2023, just 7.5 percent of the 136,000 quotas planned for that year. This means that up to 30,000 people entered Italy thanks to the procedure but were unable to regularize their status. In other words, Meloni's first immigration decree mainly produced irregular migrants, providing a negligible response to a structural demand for labor.
