play the games, you can start from touhou 6 scarlet devil mansion, they are a bit hard though and the oficial touhous look different from the fan art, also read the printworks and avoid touhou doujins and fan made stories for now, it will give you a wrong idea of their real personalities as many fans take artistic liberties with the characters

What >>49695004 said. If you don't mind torrenting, I recommend the Touhou Project All-In-One Pack on nyaa. There should be a readme that explains how to use the language patcher, but it's all pretty straightforward. Don't feel like you need to play every single game in chronological order. There's not really an overarching plot and official Touhou games are pretty light on story. I also recommend starting with 6. It's a very good game and all of the characters have gone on to become fan favorites.
