Sorry, I don't think about cookie at all.

Good voice actor who knew the material well.
Made for a good, neutral template for MAD editors on NND that wound up giving the character a life unto its own, which was pretty neat to follow when people were churning out quality videos weekly.

False, as a character she has a very well-defined personality based on her IRL behavior, voice drama appearance and early influential BB theaters, and she usually has more or less the same personality across all appearances.
On the other hand, Udzuki is often treated as a blank slate by BB theater creators, because she didn't leave many voice lines or netas and existing ones have been overused to death over all these years.
