You're going to need to go full eco-futurism hippie to set up large scale inhabitation of Bir Tawil. The lack of water means atmospheric water generation which requires a ton of power, meaning you need to set up your buildings for maximum passive cooling and low-energy consumption and lots of land for solar and wind production. At the same time you're also going to want radiative condensation collectors on as many buildings as you can to supplement your large-scale collection capacity. Gambling and being a legal/banking convenience are your best economic moves, but you're not going to be able to look like Vegas without some kind of firm guarantees from either Egypt or Sudan to keep you supplied with water, food, and power. It also means you could do some really cool stuff with subterranean development like underground concourses, entertainment facilities, and transit.
