Would a nuclear shaped charge, particularly one scaled down to a tactical nuke or even an artillery shell, have any practical applications on the ground?

No. It would be stopped by atmosphere.

Why is tungsten the propellant? Shouldn't it be the projectile?

Densitymaxxing.

>Shouldn't it be the projectile?
It's totally vaporized by explosion and turned into plasma. "Projectile" is cloud of plasma, similar to smoke rings, stablised by electromagnetic forces (it's charged plasma after all) that files as compact form.

Possibly as a super bunker-buster bomb, but I'm not sure how well such a device would penetrate the ground.

Conventional nukes are actually not very efficient for penetrating armor materials. All those giant craters are from nukes buried in dirt.
