Why does Russia still make Kh-101 missiles for their old bombers when they have the ground based Novator 9M729 cruise missile with a range of 2350 km? Nobody today would care that they lied about the Novator having a range of 500 km in line with the INF treaty.

Once you have a production line set up, letting it run and make what it was set up to make is easy.
Changing production lines to a new product is a pain in the ass and eats up a lot of time.
It would reduce current missile production overall.
Russia is at war, best to make what you're set up to make.
Besides the KH-101 is probably a lot cheaper since it's a lot smaller and takes less ressources to make.
