Bongs have been marksmanship spergs for a long time. The famous Bisley shooting range is in England. Back in the day rich men would wager large amounts of money on shooting competitions of all sorts. Pigeon shooting with shotguns was a big one, but so too was rifle marksmanship. If you read picrel there are loads of accounts of competitions being held back in the day.
You might have heard of the fancypants English maker Holland & Holland. The reason they first became famous was because they swept the top places at a major rifle target shooting competition organized by The Field Magazine in 1883, winning the 'cup' in every category from tiny rook rifles up through dangerous game rifles.

The first "Buffington" sight is this Model 1884. Carried through on the Model 1888 but the Krag Models 1892-1896 sights were simpler like the pre-1884 sights on the Trapdoor. The British military has, pretty much since the point where it became relevant (i.e. after infantry warfare moved past large blocks of men marching into battle in close order) put a much bigger emphasis on personal marksmanship and long range accurate fire than most other nations armies did. That didn't turn every single Tommy into Carlos Hathcock, but it did have a noticeable impact on how the British army fought and operated after the introduction of the 'rapid fire' test to the musketry regulations circa 1909.

Considering you're talking about media the reason it gets heavily emphasised there is that the creator wants to emphasise the differences between different groups/nations, if only because having every single character/faction being identikit pallete swaps of each other gets really fucking boring really quickly. Adding a 'sniper' special unit to the British factions roster, or making the British character a great marksman, is the easiest way to do that without digging into things that the audience won't notice or give a shit about and that the creator can't be bothered to research.

Russia has a whole genre of state funded propaganda called 'Popodantsi' (People who appear suddenly). The entire genre revolves around the idea that some current day Russian (who just happens to be a giga-chad and also has every skill the plot requires) gets isekai'd back in time, and uses their knowledge, will, courage, and general all around 'Russian Manliness' to change all of history in Russia's favor forever (shut up, they're not butthurt, you're butthurt!). 'Comrade Hitler' is one of the more interesting books in the genre, it revolves around a 21st century Russian replacing Hitler as leader of the 3rd Reich, ousting the 'small number of radicals' who gave the Nazi party a 'bad name', and then building a Hypernationalist Teutono-Muscovite Empire that will stand unchallenged for thousand years. Also the main character gets with the pretty girl he lusted after in high school, and his dad finally tells him that he's proud of him.

The entire genre is basically just 'cultural inferiority complex, the book series', and reading them switches rapidly between hilarious and just fucking sad. I don't know if there have ever been English language translations of any of the Russian Domestic Propaganda books, and considering their audience I doubt they exist, but they're genuinely a large part of present day Russian culture; and every western diplomat who ignored the warnings their analysts gave them after reading these books is a dumb fuck who doesn't deserve their seniority or pay-check.
