It's a made up story. There's not a single NATO army, ESPECIALLY in training facilities where the toilets aren't sparkling clean.
I remember going round with towels completely drying even millimetre of ours because a single drop of water in one singular basin classified the entire toilet bloc as "filthy, unhygenic and disgusting" and meant that we'd be cleaning the entire barracks again after the DS trashed it all as punishment.
It's probably a Russian trying to present the idea that NATO armies are somehow equivalent.
