Starlink satellites are smaller than any satellite intended for intercept would be. Space based interceptors are not particularly viable as the sole option either as they are extremely sensitive to being out of position due to the extremely fast burn time of modern ICBMs. This comes to the next problem, that if you are using LEO satellites at about 300km, then you are literally going to need thousands to simply have enough in position to even have a chance at intercepting tiny numbers of ICBMs in boost phase. The American Physical Society actually did a study on this, and they came to the conclusion that given 300km altitude interceptors and given 0 decision time needed for choosing to fire the interceptor, you would need 4000 interceptors to have a near certain chance to intercept only 10 older non fast burn ICBMs from North Korea. In order to intercept fast burnout ICBMs (which even North Korea has the tech for now, much less China and Russia) you would need 16,000 interceptor satellites to intercept a salvo of 10. Given a 30 second window for making that decision, you're looking at 36,000 interceptors for those same 10 missiles. If they fire off even just 200? You're going to need hundreds of thousands of interceptors, and they will deorbit themselves after about a month at 300km altitude meaning you will have to be constantly launching new ones. You can launch satellites with onboard fuel for thrusters of course but now you are adding in hundreds to thousands of extra pounds of mass that will cut down on orbital payload per rocket and make the entire thing more expensive. There is no reasonable way to do this, if you assume those 36,000 satellites that can only intercept 10 modern ICBMs are only 150kg a piece (2.5 km/s delta V minimum estimated to be needed for 90% Pk against ICBMs), that's at least $675 million a month in cost to get those satellites back to orbit when they deorbit themselves alone with no other costs taken into account.
