Depends on the nation that ordered them.
The RAF has over 20 A400Ms but none of them are configured for refuelling.
On the other hand the Luftwaffe has over 50 A400Ms and the majority of them ARE configured for refuelling.
Since that is a german A400M, yes that is common for them.
