No when we rented a boat a bit ago they just asked us if anyone ever drove one before and were just okay with someone saying "yes". They just jumped on the boat when we got back to drive it into the dock. This was in commiefornia too.

I saw a clip of this from another angle, she reaches up to touch a ray, starts flipping over, water gets in the helmet and makes it worse until she's upside down and it falls off, rescue divers guide her to the surface.

She stretches her legs (maybe to touch the the stingray, idk) but because of buoyancy, her legs then start to float up. Being unaccustomed to it, she just holds on to the bar but that turns her into a pivot and around she goes until her helmet is tilted enough for the air to go out - the helmet is weighted but with no more air that just accelerates her spin motion.

Being a normal human (aka barely able to swim or accustomed to being underwater) she immediately panics and starts to drown.

Diver then has to go and save her. Notice that there are a lot of those around. Because tourists are idiots.

from what i've experienced, the thing that confuses people the most is most small boats are unresponsive to steering unless you are on the throttle and people also get totally overwhelmed with a throttle and steering all in one hand like in your webm
all it takes from there is a bit of panic and you get a complete uncontrolled clusterfuck
add in some vodka and maybe a sticky throttle too

These helmets are mildly heavy, they push you down onto the surface to counter the air buoyancy, she lifted her legs to avoid the ray but kept all of her weight on the pole, naturally what that meant is she pivoted around the pole till she was sideways.
If she had let go at any point she would have just fallen to the ground but the stingray scared her and she refused to put her feet down, thus she flipped.

It is not difficult if you have one boat.
It is mildly complicated if you have two.
It is hell if you have like a dozen as they have here, because any mistake turns everything into a circus of retardation.
Same shit will happen even if you ask a random group of people to just run as a group.
To avoid this you have to specifically train mass boatwork at night with the same people and formation, not just give fuckers boats and send them on their way.

I saw one pretty early on in the war that was pretty grim. Some guy was sitting in a trench filled with water when he got hit with a grenade dropped from a drone. It landed near his legs and I think paralyzed him because he couldn't move his lower body. He ended up thrashing around and drowning in like 3 inches of water because he couldn't move.
I remember laughing because it was such a retarded and absurd way to die.

They aren't "struggling" with the boats. This video shows a dispute between ethnic Russian and Chechen soldiers in the Russian army. The low IQ Chechen gets mad and is intentionally ramming the other boats, which is why we hear a Russian saying "shoot him shoot him" in the video with sound and then we hear gun fire.

inflatable boats with motors can be a little tricky on the open sea if you fuck it up, namely just because if you turn too harshly, the lack of weight in the front can cause some real unexpected behavior if you're not used to it. put a bunch of assholes all trying not to hit eachother in one group, and remember that boats don't really have brakes at that size, and suddenly one asshole fucking up ruins everything.
