It's an archivist's dive into what was going on in the decision making process (and what wasn't) of the Japanese after they realized they had to modernize or die. If you finish it and come away with the impression that 'grand strategy as a concept' is just some academics spitballing, then that's fine. But it really solidified for me what grand strategy is supposed to mean.
