Will it be militarily viable? Probably not. Will it do a lot of damage to the population you shoot those at? Yes over a longer time span of 1-5 years lung cancer rates would increase a lot in those areas.

Load up a conventional weapon with as much Co-60 as you can get in it (without killing the people assembling it or destroying the warhead with decay heat) and detonate it over a city. The very nature of radioisotopes is that the more active (and therefore, dangerous) that they are, the less of them you can accumulate in one spot. It's a self-limiting problem.

This is how you get around this problem. However, you need functional nuclear weapons to make this work, not just nuclear trash bundled up in a conventional warhead. This will kill everyone in the area, but it won't be through cancer, or even radiation for that matter. It will be from the initial nuclear detonation. The only difference between one of these and a "regular" nuke is that you're going to have to stay out of the contaminated area for 50 years or so after the explosion.

This is platinum grade retarded for several reasons:
1. Russia can't build new advanced weapons; see T-14, SU-57 and RS-28 (Sarmat).
2. Nuclear weapons can't cause tsunamis. (There were lots of nuclear tests done in water. Tsunamis and nukes don't work that way).
3. Any "dirty" bomb, nuke or otherwise will be absolutely useless in water. Water is literally one of the best radiation shields there is. Water is literally what they used to clean buildings and vehicles from nuclear contamination after chernobyl and fukushima.

Look up how much radiation it takes to induce an excess death amount (due to radiation-related illnesses) higher than the margain of error.
Then look up becquerel (Bq) unit.
Then look how many Bq it takes to kill someone by cancer.
Then look up your favorite radionuclides and pick one.

No but if you could link a highly persistent radioisotope to something like DMSO is would have promise as a highly effective contaminant, the primary difficulty would be that the isotopes beta and gamma radiation would break down DMSOs chemical structure which is only usable for a day or two in UV let alone mixed with Beta and gamma emitters.

To achieve the effects you want you would need to bind the DMSO to the non radio-reactive form of the isotopes then bombard them 48-72 hours before launch to turn them into the harmful isotopes. It would probably work and the research to develop it might be useful but the weapon itself would have doubtful cost efficiency in my mind.

There are easier ways to do it.
