I think the Russians are poor and incompetent and liars, but even I have a lot of trouble believing that. Even the Ukraine spends less than that, something like 1/3 of their GDP. The peak figure for Britain in WWII was 55%, Germany about 70% (as their country was conquered, everything smashed up and GDP crumbled) and America 40%. Russia being at those spending levels would mean they were on par with countries fighting other major powers on a total war footing with full industrialisation and mobilisation.

In Russia's 2025 budget, defense and internal security are planned to account for over 43% of total expenditure. However, some military spending is concealed within other budget items, potentially making the actual war-related spending higher than this figure. Additionally, a significant portion of the federal budget, approximately 30% in 2025, is classified, with most of it allocated to military purposes. And also some of the funding is being done by banks instead of the government (the government forced banks to give preferential loans to army suppliers).

The interest rates have to be crazy high in order to take the edge off of all the money printing they had to do. MMT doesn’t mean printing money for eternity; when you print money it must be absorbed by new employment, higher taxes or and/or higher interest rates to avoid hyperinflation. The FACT of the matter is that most of Russia’s population are economically insignificant low-IQ surplus peasants whom just can’t be mobilized into giant workforces. Russia’s actual industrial / productive workforce is much smaller in comparison, and it’s fully employed. So to avoid hyperinflation and stay in normal levels of high inflation, they have to absorb as much as they can through interest rates and taxes, and since taxes are not in the Bank’s control, it has to be interest rates. Industry can suck her dick though because if they don’t like it they can complain to her boss, Putin, who ordered the money printing.
