What's the deal with the Islamic Insurgency in the Caucasus?

Is there any hope of Islamic extremism being defeated because its long since been spilling over from Russia into other countries and has historically provided a training ground for terrorists? Why hasn't the Russian method of extreme brutality worked when everyone in the 00s thought it was SO cool and based?

They put a lid on it pretty quickly, there are Putin supported strongmen in the region that keep the churka menace in line. Every now and then you have hardcore terrorists go do their thing but they're not from the caucus region and they typically prefer Europe
