Because it made people very angry while accomplishing nothing much militarily accept accelerate the transition to aircraft carrier based naval power by sinking lots of American BS and such without touching even one single carrier lmao. And didn't hurt US production capacity an iota. And not like the nips even were offering to try for peace before or after either.

Also Hirohito was a fucking ichthyologist who had no idea what was going on most the time. He even told the Japanese government to surrender in June 1945 and they pretty much ignored him. He even arrested in August to prevent him from forcing a surrender.
