The way it should. IMHO it's extremely shortsighted and honestly a crime against humanity to sell and transfer advanced technologies to societies that haven't reached a level of education and wisdom to master those themself. Such deals should only be allowed between equally advances societies to improve their efficiencies ( e.g. equatorial desert friend makes planes, while island nation buddy focuses on navy ).

People who cant develop such tech lack all the supporting prerequisites to have it and will simply cause problems.

India has spent 25 years trying to make a basic bottom of the barrel Gen3 Fighter and failed miserably. This has about as much chance of working as anyone getting the su57's they ordered from Russia.

India is in a bit of a bind when it comes to fighters. US and China wont sell to them, Euros only have Gen4.5 to sell, Russia cant deliver and unable to build one themselves.

This is just Indian procurement acting as they always have. The primary issue isn't that they don't have the technical expertise (even if that might occasionally be one of the issues) but rather the fact that the entire procurement process always turns into a clusterfuck with the retarded levels of corruption and need to appease forty different local politicians and military officials. I fully expect the requirements to change about five times over and financial issues because someone stole the money at one point or more.
