posturing. neither side wants this to actually escalate, but they have to make it look good for the rubes. so some things are actually getting blown up, but it keeps civilian casualties to a minimum, which makes sure that the 'military' goals are accomplished, and that both sides can go home claiming victory without having to get into a war that might actually mean something happens. because if enough random people die, it can actually be turned into an outrage and people will try to demand that something happens.

Contrary to popular belief, the US likes to dial back civilian casualties and tries to follow rules of engagements. Giving warning gives time to evacuate and gives the US plausible deniability if a civilian dies in the explosion.
Don't know what the fuck Iran is doing. Probably trying to save face so they don't get nuked off the face of the planet.
Also, I don't know what this cartoon is supposed to convey. Russia gave NATO express warning when they used those MRBMs last year so it wouldn't set off a MAD response when Russia started flinging nuclear capable missiles.

Status quo strategy, Iran doesn't want to be regime changed and the US for the most part doesn't want to spend another decade fighting a Muslim insurgency. So both parties are trying to balance things, that's why Iran was tipped off about the bombs and why Iran tipped the US off. Is it retarded? Yes, but apparently it works. This is completely baseless speculation on my part, but I'm almost wondering if it could have been organized in advance, with the USA telling them that they'll bomb Iran whether they like it or not, and offering a retaliation strike as a political offramp (plus warning to evacuate important personnel) in exchange for letting it happen without trying to stop it.
