No, you need an SVT mount.

As this anon says, it's a fundamentally bad design. Even when they were used in military service the Sniper variants of the SVT-40 were notoriously temperamental. Accuracy was minute-of-kraut to 200-300m at best, so they were popular during urban fighting because they could pop a group of Germans (or Romanians) rather than just one. But most of the time they still preferred the 91/30 which remained in widespread use all the way up until the SVD came along.
Trying to make an SVT-40 into a sniper rifle really never worked out in a satisfying manner so the whole design was phased out after the war.
