No because they would be spamming massive SIGINT and the gov would be very curious as to why the fuck they are spamming so much. In addition starlinks are size optimized and good lenses are LARGE this is due to simple physics and can't be overcome.

On top of this no starlinks is ready for active war and should it be used against a real country it would be targeted and destroyed

There is 57.3 million square miles of land on earth, if he needs one starlink satellite per square mile to track planes that means 57.3 million of them has to be up in orbit.

He has 7,855 of them up there and even with so few satellites in orbit (11k total) There are problems with having enough space to not intersect paths.

Or do you think that every one of them can cover 7294 square miles and keep it updated in real time ?

You need a sizeable telescope to get highly detailed images from that altitude, and you can't just pack a large telescope into something the size of a flat Starlink satellite.
