You should be chasing for spec values but they don't exist and if you wanted to know what "better spec" values are there isn't a way to know which unit is desirable over another.
Most retailers will post this info as they resell NVDs, first come first serve, and depending on their grading scale of high, mid, low tier it may differ from retailers. If a retailer offers a โ€œready to shipโ€ fully built units they won't list the spec values. Hand select isn't an option from retailers that will try to match to your spec requirements.

SNR: signal to noise ratio, the amount of signal the tube can make compared to the noise
EBI: equivalent background information, how much false image appears in the screen through which the actual image has to show, sort of a noise floor of sorts
Halo: How big the circle of bloom is around lights
Photocathode Sensitivity: How sensitive the photocathode is
LP Resolution: Line pair res of the center of the image as measure against a standardized chart

If one spec is shit it doesn't negate the rest, if you have a halo of 2.0 it kinda fucks on an EBI of 0.20 if you want to do any kind of shooting and it's all a tryhard game

The numbers to meet or beat are
EBI over 1, over 0.6 is ok, 0.1 is shit
Halo over 1, anything under 0.7 is gay
SNR, under 25 good, anything over 30 is terrible
Photocathode, 1900+ is pretty horrendous, 2500+ is irredeemable
Resolution of 64+ is undesirable, 72+ is 80s tier

Opinions on what is the minimum needed to drive without headlights on? I recall being fine with an Army PVS-14 monocular, but idk if low or mid end civilian ones stack up behind the wheel

General rule is gen 3 by itself is okay if you have a moon. If you have bad lighting or gen2 unless you have a really high contrast road surface you will need an illuminator if you're moving faster than foot speed.

Seen multiple soldiers sent to the hospital for low speed vehicle impacts under NODs. Worst was air medevac of two guys who drove perpendicular into a dry riverbed - one broken leg and one concussion despite driving under 25mph and wearing helmets.

Thermal optics don't really work. I guess maybe militray grade for 10s of thousands of Euros. I got the thermal sight and tried watching last night and didn't see anything except my own reflection in the sliding door. I tried to enhance the img with a UV flash light from Amazon and that didn't help at all! Basically wasted 2kโ‚ฌ. If you think you can be a "elete operator" like in the movies, you can't. Don't waste time or money.

It's sadly the biggest drawback of thermals that they get beat by windows. SWIR-MWIR fusion may rectify this in tbe future but that's at least ten years out.
If the Chinese are smart they'll bull rush into deep SWIR digital night vision, then nobody with analog NV can see their illuminators / lasers. Huge game changer.

because then the thermal sees a giant blob running around. Thermal's biggest downfall is having to nuc, low battery life, and depending on what configuration you use either a jack of all trades thermal master of none or master of one that limits the application. Get a one leaf thermal scope and you have something that can digital zoom out to 100 yards nicely but it can't be used for COTI or helmet mounted. Get an RH25v2 and you have a COTI/helmet mounted or even rifle capable device but it can't zoom in for crap - though it is good at identifying.

Also the oneleaf is a fraction of the RH25v2's price. To extend runtime you need to first use better batteries, Vapcell F38 / N40 are ideal, then a USB-C battery pack if more endurance is required.
Oneleaf's thermal also doesn't NUC, it's some weird processing they use. This is huge and gives it a feature normally exclusive to BST sensor thermals like the old Raytheons. VOx sensors almost always have to NUC, including the RH25.
A downsized 25mm lens version of the Oneleaf with a 384 sensor would be an excellent low-$ COTI. Throw in digital NV and if it keeps below a grand you have /pfg/ locked.

Driving with NV is done out of necessity. Thermals can be readily used for the same purpose if there's no glass involved, NETD is low enough, FOV isi high enough, it doesn't NUC, and sensor resolution is 640x512. Lower than that I'd be worried about missing shit.
You're right about thermals' comparative strengths to I2, but if MWIR sensors and lasers take off we could see thermals supplant NV entirely by 2045.
